
The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, on Wednesday commissioned an ultra-modern Post-Service Housing Development Limited (PHDL) Shopping Complex in Asokoro, Abuja, reaffirming the Nigerian Army’s commitment to the welfare and socio-economic wellbeing of its personnel and their families.
Speaking at the commissioning ceremony, the COAS described the project as a strategic investment aimed at boosting morale, improving quality of life, and supporting orderly community living within Nigerian Army formations and estates. He said the initiative reflects the Army’s enduring dedication to the holistic welfare of both serving and retired personnel through sound policies, prudent resource management, and the provision of enabling infrastructure.
Lieutenant General Shaibu explained that the shopping complex is designed to serve residents of nearby Army barracks, enhance service delivery, and stimulate legitimate economic activities within Army estates and host communities.

According to the Acting Director, Army Public Relations, Col. Appolonia Anele in Abuja, the COAS said the facility is expected to operate not only as a commercial centre but also as a catalyst for local enterprise, job creation, and sustainable socio-economic growth.
Reaffirming his command philosophy, the Army Chief stressed that troop welfare remains critical to operational effectiveness and institutional resilience. He pledged continued support for well-managed and sustainable welfare-focused initiatives that align with national development objectives.
While commending the quality of the project, the COAS emphasised that its long-term value would depend on effective management, strict compliance with safety regulations, and responsible use by all stakeholders. He urged all allottees and users of the complex to remain safety-conscious and take collective responsibility for the protection of lives and property.
Lieutenant General Shaibu also expressed appreciation to President Bola Ahmed Tinubu, GCFR, for providing an enabling environment that supports reforms and welfare-driven initiatives within the Nigerian Army.
Earlier, the Group Managing Director of Post-Service Housing Development Limited, Major General Isaiah Allison, said the shopping complex was conceived in line with the COAS’ command philosophy, which prioritises personnel welfare and sustainable development. He encouraged military personnel and members of the public to take advantage of the facility to enhance their economic activities.
