Nigerian Army Moves to Boost Operational Efficiency with New Evaluation Framework

The Nigerian Army has stepped up efforts to improve operational effectiveness and institutional performance with the introduction of a standardized evaluation framework.

This development was highlighted during a sensitization seminar organized by the Army Headquarters Department of Standards and Evaluation on Tuesday, April 28, 2026. The event took place at the Nigerian Army Conference Centre and Suites and brought together key stakeholders from various formations and units.

Representing the Chief of Army Staff, Lieutenant General Waidi Shaibu, the Military Secretary (Army), Major General Everest Okoro, described the initiative as a significant milestone in strengthening the Army’s institutional capacity. He noted that the seminar is the department’s first major engagement since its establishment, reflecting a renewed commitment to professionalism and operational excellence.

According to him, the Department of Standards and Evaluation functions as the Army’s quality assurance body, responsible for ensuring adherence to established benchmarks, conducting periodic combat-readiness assessments, and evaluating operational activities. These processes, he said, are designed to identify strengths, address systemic gaps, and promote continuous improvement.

In his welcome address, the Chief of Army Standards and Evaluation, Major General Bobby Ugiagbe, explained that the seminar was aimed at encouraging the consistent application of standards across the Army. He added that the initiative would strengthen discipline, enhance professionalism, and improve overall operational outcomes.

The seminar underscores the Nigerian Army’s broader efforts to institutionalize accountability, precision, and performance-driven practices, aligning its operations with global best standards.
